As the verb of the term “LGBT” is becoming more common, social acceptance and awareness of issues faced by same-sex couples is also gradually expanding.

Gay couples hailed Tokyo’s unused partnership system as a victory for Japan’s LGBT community on Nov. 1, the day the metropolitan government began issuing certificates to officially recognize the relationships of same-sex couples.
Soyoka Yamamoto, 37, attended a news conference that time with other applicants at the metropolitan government building to express their happiness.
She said the partnership system sends a “message that all people have right to live safely with their loved one.”
Yamamoto had chaired a group calling for the recent system, collected signatures for a petition, submitted it to the metropolitan assembly and handed a request in person to Tokyo Governor Yuriko Koike.
She only began the campaign for the system in January but said she is happy that the government got it right and that it “meets the requests from same-sex couples.”
“The system has quickly become free, within a year or so, since I started requesting it,” Yamamoto said.

While same-sex couples of two foreigners can live together in Japan if one of them has residence visa status, a foreigner married to a Japanese same-sex partner can be denied a resident visa.
This inequality concerning the visa status of gay couples remains unaddressed. With a growing number of countries legalizing same-sex marriages, the government should prioritize tackling this problem.
In its Sept. 30 ruling on a case where a gay American man sought to obtain a visa to live with his Japanese partner, the Tokyo District Court said that the government’s shortcoming to grant him a long-term residency status was illegal since it violates the constitutional principle of equality.
The justice and immigration rule authorities should grab the court’s decision seriously.
